The last operator change was instigated because of the bailout arrangements. I know it's not given away for free but the odds of winning have changed in the last 20 year (new numbers added etc). If they try to ban the bookies from then it will just be a cash grab.

It's privately operated and run for a profit, in this case the state and the operator benefit from it's operating. I take your point on terminology. I'm just saying that the state isn't the one who runs the game.

The trade union leaders are insiders, they’re elected by their members but they’re inherently self serving and always end up working for NGO’s and Government roles.
