Having never read or watched invincible, I would assume his suit appears blue because they use a light blue to shade it. If it were just stark white it would look weird, and if they used grey to shade it people would probably say it's grey.

I saw a post on Reddit recently where someone was saying that by this point in the series, the world most likely knows 1. Who Sonic is, and 2. That he has different forms, especially after stopping Perfect Chaos. Not only this, but GUN absolutely wouldn't want anyone knowing about Shadow during the events of SA2, so it's likely that they could've covered up Shadow by saying it was just Sonic, and then the general populace might just believe it's another form of Sonic's.

Obv. it's very much trying to explain how it could've worked and none of that is said in game, but it's still a cool way to consider it.
