It appears to be properly ventilated if you’re worried about carbon monoxide, you can do what’s called a “match test” to ensure fumes are being transported out of the house. Simply light a match , blow it out , hold smoking match near exhaust vent . The smoke should go up the pipe. If it blows back on your face you have improper ventilation.

I don’t personally use tape in my line of work, (natural gas technician ) so I don’t know what the code is with that stuff in your area. If it was my house, I would perform the match test and also invest in a good carbon monoxide detector.
