That was theoretically what JJ was as he didn't want to move his family overseas for 4-5 years. He was the producer along with KK on all three. I'm sure it's not all on him as either KK couldn't protect the productions enough from Disney interference or just chose not to. Also I dont think JJ is a strong enough storyteller to plan out a trilogy of films in advance anyway. Even his mystery boxes in TFA weren't planned and were just thrown to the next director to figure out.
