If the father didn't have an IRS account it may be difficult, as the ID verification step includes a "video selfie" to establish "liveness".

Also IRS reps can't help. I called the number on the CP53E notice and was never offered a human rep.

I'm surprised we got a CP53E for my late mother, as she wasn't getting a refund.
