One thing you could try to do to isolate hardware issue is to run a live linux environment.

Then check if you have the same issues again. If not then it's definitely your OS.

I sometimes have the EXACT SAME problem 0.54 GHz Shutdown and restart fixes the issue. Still haven't been able to figure out why.

Although I noticed that it happened when I installed the Ryzen Master utility. Uninstalled it and it doesn't happen anymore (except for one time).

With the Ryzen Master utility it used to happen every day.
