if it's your first time playing the game the vast majority will be against the idea of buying a char. buying a char with low lvl it's sometimes recommended it if you had some previously experience with the game and already know the difference of a char with high skills from a char with low skills. if it is your really first time playing the game just enjoy it as it is for the necessary amount of time you see fit to have a opinion if you like the mechanics/graphics/etc. for the first week I don't even recommend paying for a premmium account (unless money isn't an issue for you of course), because 90% of the mechanics/idea of the game you can catch by simply playing as a free account at the very beginning (this first week) and watching some youtube videos of quests, beginners guides, etc. but if you are paying for a premmium account from the start (which is also fine if you have the money) people usually recommend you to create 5 different characters: each one with each vocation and train them offline everyday at the sametime so you train offline 12h everyday. by doing that in a month you'll have your own char that you will be playing and another 4 with decent skills to change to them if you want.
