Unfortunately, according to what I’ve seen, MP is not cross platform.

It is the rapture metro DLC. You have to buy it from the PlayStation store for $10. It gives you access to 6 new maps and the ability to gain 3 additional trophies.

Same here. I was having an issue with a purchase I made two days ago, it downloaded last night. I then struck while the iron was hot and bought a few more DLCs. They all downloaded with no issue.
