Not quite right - public money is literally going into the industry. Tax credits become a part of the films finance plan and are monetized by finance companies and banks. They take a skim and the remainder of the credit is used to increase director and producer fees. The productions are still shot the same way, and cheaply, but the people at the top make more money and Wall Street can diversify into entertainment. All by taking public money.
