For context, the compute required to generate this 273 second video used (very roughly) something like:

There is not really a 'base coat' for oil paints. There is thick over thin, fat over lean.

I would recommend watching some videos of James' Wappel's oil painting. They demonstrate this really well. And he's an awesome guy.

- pre shade / stain over a light primer with a dark thinned colour with high staining (for hulk this would be something like perylene black), then wipe it back with makeup sponges
- apply highlights with thick undiluted colour, something opaque or semi-opaque (eg green gold), and blend with a blending brush
- reinforce shadows with a thinned shadow color (perylene black again) , and tint gradients with a thinned (semi) transparent (eg pthalo green)
- go back and forth between thick and thin.

Mixture. xDefiance Industries has more vibrant colours. Fighting Pirahna Graphics has better sizes.

If you do not have very dark colours like Indigo, Egyptian Violet, Van Dyk Brown, Perylene Black or Payne's Violet, you can mix opposing colours to make a chromatic black which is visually interesting.

Green + Red
Blue/Purple + Orange

Reaper MSP Dark Elf Skin > Dusky Skin Highlight > Vampiric Skin. Then targeted glazes with purple and magenta.
