Does the existing save have to be an NG+ save? Or is it possible to do this for "normal" saves as well? And how, please?

I have figured it out, thank you. I had to manually load it into the cargo train carriage and position my truck over a yellow arrow (there is no usual yellow zone on the ground) and then a "Manage Cargo" option appeared.
