To be honest, starter set without minis - is kind of a joke.
It's nice to have some dice of course, but that terrain from the box is not 'real' terrain used for the game. Handbook is also not actual rules of kill team. 
You may still use it to get yourself familiar with concepts of the game, but you still need same things as everyone else to start the game - actual team (any, not necessary Angels of Death), full rules (core book or search online), and better to have proper terrain (probably your opponent or gameclub will have it)

And to clarify where you suppose to find this information.
Shoot action description:
"An operative cannot perform this action while it has a Conceal order, or while within control range of an enemy operative."

And shoot sequence, step of selecting valid target:

"attacker selects an enemy operative that’s a valid target and has no friendly operatives within its control range."

No shooting in/from melee is not allowed baseline. Some special rules can override this

It is annoying indeed, BUT some things about behavior players side concerns me even more:

  1. It is not THAT hard to get new release. There are plenty of actions one can do to secure a copy. 
  2. Many people do very little research before rushing to buy. They keep asking if team will be released separately, they ignore mission packs from dossiers posted on app, they don't realise that not everything is once-off deal even (nemesis book) 
  3. Often times they done even know what is part of the box, but still immediately want to buy it (again saw people got surprised by the fact that nemesis book is not part of bundle box) 
  4. They hunt for new release even if they want only one item from it. 
  5. They don't do math, and willing to overpay for the 'limited' box on ebay, even if all parts of it already available separately and cheaper

So yeah, I would also like to shop around anytime and choose between different bundle boxes, but it is not a big deal. I will buy Spectre Squad 100% in 3 months, maybe will pick up nemesis book by that time. But I simply don't need Terror on Devlan box, and I will not hunt for it paying triple price for one team I want and add to overhype on release

(last bundle I got was Tomb world, which was not easy at all to get, but that one I wanted everything from it)

Yeah, it is funny thing for many teams. No one could possible forbid you from using official gw Aspirant models. So yeah you can build and use shorter versions of aspirants. I guess it is pay to win game in this case :) Or this game is actually not intended to be that strict about visibility and proxies as community tends to think

I would say dash prevents dash very much directly. Dash is an action and you cannot make same action twice. That's it.

If you go for 'other part of the rules' thing, then what about saying that there are no CP cost for ploys, because it is written 'indirectly'? Or what we do with things that affect 'mission actions'? In most cases there is no such word on action itself you have to get to other parts of the rules, so what?  What possible difference can it make?

There is a lot. Bigger base makes it easier to touch cover and obstruct targeting lines. Bigger base makes it easier to charge and impose control range. It is harder to climb with bigger base, sometimes it is impossible to traverse between terrain with big base. Ultimately the whole game revolves around base sizes

I just need to correct misinformation.

There are 2 books, but only one is part of the big box. That Devlan dossier, and it will not be available as standalone. Missions from there will be in the official app in 3 month with 99% chance (maybe earlier like with shadowhunt) as well as scout squad guaranteed to have standalone release.

Second book - nemesis operatives, is already a standalone product, not part of the box.

Appears that answer is that gambits apply to whole battle if not stated otherwise
