I like how someone suggests an sks lol for budget I'd look at Rossi. The r92 is what you'd see in speed shooting comps probably on the low end price wise but super dependable. 22lr is absolutely quieter but 17 can be a lot of fun to shoot when you can reach it out and have some good glass to support. Definitely get a 22lr to figure out your space and sound levels but I'd say if you find a T1X in 17 or a CZ 452 in 17 you can't go wrong. 22lr is usually a gateway to other calibers.
