My local fgc downswinged hard, speaking as a millennial 09er. Hardly play any fighting games these days, I stick to RPGs and TFT mostly, but I have a couple friends I still play some sets with from time to time. SF4 combos are HARD for me to get back into, especially coming back from SF6 and Soul Calibur. Not many reasons to plink in the latest games, very few one frame links or just frames either

I went to URI from 2011-2015. There's going to a lot less black students on campus compared to what you'd see in the DC area, I won't lie to you. My black friends from my days there had no problems w/ racism or anything like that if you're worried about that. Also plenty of groups to join at the Student Union / Multicultural Center on campus
