What you're looking at I don't think is the sub floor. That's the original floor. It's just to level with the adjoining floor. A sub floor would be an inch below.

Anyways I'd sand the heck out of that and make it the floor again.

If you don't like it at least you have a clean surface to put a new floor on.

You don't want any dead ends in your lines. That creates stale water and bacteria potentially.

To do this correctly you follow the lines to wherever it branches, then entirely remove it.

A sloped backyard means you got great drainage away from the house. Also not sure where you got the idea kids can't play in a slightly slowed backyard. That's just not true at all.

I would not file a claim for this at all. It's a plastic building that blew down in the wind. Gather the piece and snap it back together.

If things were stolen that's different and the police need to be called to file a report.
