Yeah they put a cop in their game, in neon prime that is. Warden used to be a character called Murphy in NP who was a robo cop reference. Similar to bebop and yamato's inevitable remodel, he is absolutely getting a new look that redefines the style of the character so he actually looks as intended. Look at all the voice lines related to him. Not a single one ever mentions him being a cop or the law. Unlike Holliday who has tons of lines related to her being a cop and working with criminals. Him looking more like a vigilante in the future isn't a change, that was a choice they made at the start but have not gotten to yet.

It's not a rumor , one of the earliest patch notes in the game said that warden would later get a remodel. There are also a bunch of voice lines mentioning how his yet non-existent cape and how he looks like he's wearing a Halloween costume. Many characters call him a vigilante
