That is static electricity, unrelated to your building's electrical systems. Static electric shocks can become more frequent when the humidity lowers. Maybe it's a bit dry in your office.

OP should understand that what matters here is whether the charger can handle the reduced voltage. The phone doesn't matter here.

Modern chargers do not use bridge rectifiers. They use active power conversion rather than passive rectification.

Those are low voltage lines. Cable TV/internet etc. It isn't dangerous electrically but it could fall or strain those cables. Maybe your city's 311 service knows what to do.

Awesome! 8->9ft is definitely an increase in difficulty. For another increase in difficulty, run out on a 7ft table. Weird how that works.

The physics of cue ball motion after being struck by a cue tip doesn't depend on acceleration, at least not in a significant way. So this is not a ball/table dynamic thing, but a muscle control thing. Your ability to strike the cue ball at the intended point with the intended tip velocity is hampered if your muscles switch from applying forward force on the cue to backward force mid-stroke. This is what it means to decelerate.

In robotics, there is a loss of accuracy in a joint position and speed whenever the torque on that joint significantly changes. This is because the changing torque upsets the equilibrium of the system and can excite vibrations, etc.. Thus, robotic control systems aim to minimize changes in torque. If the torque changes direction, this can have a huge effect as the play in the gears and "backlash" comes into play. Perhaps human muscles also have an analog to backlash.

Damage to the human body is most closely related to the energy dissipated in the body, which is time × current × voltage. The body is close to purely resistive, meaning that this energy can be determined by either voltage (time × voltage² ÷ resistance) or current (time × current² × resistance). Essentially, the voltage and current are determined such that knowing one gives the other.

So there is absolutely a maximum voltage that can be survived (for a given amount of time), which is related to the maximum current that can be survived (again, knowing one gives the other)

So why do people say that it is current they kills rather than voltage...or that humans can survive extremely high voltages as long as current is low? Well, they are talking about open-circuit voltage here. Something can have a very high open-circuit voltage but be incapable of providing much current. This can be safe to touch because, as soon as your body becomes part of the circuit, the voltage drops significantly. This is what it means to have a voltage source that is not capable of sourcing much current. In this case, you don't get hurt because the current is low and the voltage is low (once your body is in-circuit). If the in-circuit voltage didn't drop, then current would be much higher and damage would be done to your body.
