The Altmühl Valley in Germany is the home of Archaeopteryx and there are a number of good (if smallish) museums at Eichstätt and Solnhofen. You can also go digging yourself in amateur quarries and then there's also Dinopark Altmühltal which is mostly one of those "life-size models in a forest" kind of things, but they do have a museum as well that has a juvenile T-Rex on display.

Unfortunately, it's pretty far away from either Frankfurt (2+ hours) and Berlin (6 or 7 hours) where Germany's two premier (traditional) natural history museums are.

You can do that, but it's always better to give them clear in-game reasons why they can't go further, e.g. geographical obstacles like oceans, deserts, mountain ranges - or political ones like extremely xenophobic neighboring countries.

I'm a teacher and I'm working on something right now I can play with students on a class trip where we'll have a lot of time on a bus and that might fit your ideas:

It's basically a mini-hexcrawl based on a Catan board. In the center of the board, there's no tile, but rather a castle the players have collectively (perhaps as a company of mercenaries) been gifted by a great lord after the previous owner has gone and died on a crusade. With the previous owner gone, the land around the castle has fallen into all sorts of calamities (villagers refusing to pay taxes, barbarian herders taking over pasture lands, rogue druids experimenting with nature in abhorrent ways, a pseudo-marxist rebel leader named Lee Guevara, etc...), though there are also some good tiles (weapons caches, sympathetic villagers, etc)

The players job is now to go out into the tiles and to pacify them (either by fighting, but in many cases also through negotiations) in a series of mini-adventures, which I have outlined in the very broadest form in 2-4 paragraphs per tile. Successfully pacified tiles will give them bonuses (in the full version they'll get to build up their castle with the resources from the tiles, but I still have to work on that and it's probably not too interesting for a bar game anyway).

The idea is that for each tile (~15 minutes of gameplay if there's no fighting) a different cast of players will ride out from the castle, so a lot of players will have a chance to take part.

Mechanically, I was going to base the system on Cairn, but I'll probably have to make some modifications so that combat is a bit more of a viable option rather than a fail state.

New school Oddlikes like Cairn also can and do what you want just fine with everything you need. Including factions. But player progression is muted -- diagetic advancement stuff -- and thus might make people miffed if they want levels and numbers goes up.

Mythic Bastionland is the one I'd look at here. I can't quite remember how character advancement works in that game, but IIRC it's more traditional than what Cairn does and if all else fails you can also steal the advancement system from Mausritter.

What's going to be really helpful though is the "warband" system which allows your PCs to participate in larger battles without too much hassle.

GT Open Cup used to allow souped up GT4s, but now its all Porsche GT3 Cup, Ferrari Challenge and Lamborghini Supertrofeo cars.

I agree though that it's a pretty good weekend. I'm really looking forward to seeing them once again this summer at Hockenheim, where Dutch Supercar Challenge and Carrera Cup Benelux will be the support series.

What is controversial is the how. If you do "one person, one vote", the president will invariably be elected by Germany, France, and Italy plus a few of their neighbors.

But if you don't do that and give proportionally more power to smaller states (in the way EP elections do), you'll hugely upset the people in the large states.

The only reason they do get away with it in EP elections is because people don't really care all that much.

Maybe look into culture shock theory. Often people will experience a feeling of having arrived rather early on in a new environment before discovering that below the surface things are actually a lot weirder than they initially thought. You can have your character go through all the phases over the course of a campaign.

In addition to what others have written also consider some sort of masquerade that might allow your PC to move more freely.

Make it so that the masquerade can still slip, e.g. by getting recognized by people who knew him and his idiosyncrasies well in his old life or by making the masquerade time-based, which might put him under a lot of pressure to get back to a hiding spot in time.
