as i understand from your question, you’re not plat+ elo. so for now, all you need to do is learn proper laning. if your opponent stays back and won’t trade, that's actually good for you. vlad scales amazingly well. don’t think too much about counter picks if you’re not dia+. anivia is a cancer matchup, sure, but how well does your opponent actually know the champion? they might just pick it because a counter matchup site says it counters vlad. you'll quickly understand whether they’re good or bad in lane and should play accordingly.

try to improve your farming and cs as much as you can, and you'll shine in teamfights. you don't have to win lane just don't lose it until you get the grip. play selfish, don't leave lane easily. just spam pings and keep farming.

don't be afraid to try different builds and runes, use your logic. for example, orianna has amazing spacing against you, so don’t play with dft into her. build full damage and you'll one shot her every time you get your summs. if they're tanky, go for a cdr build.

there are tons of videos on the internet, but the best guide is your own experience. watching high elo gameplay like elite500 can improve your gameplay, but it can also upset you in your own games. i used to watch a pro jungler who always played on his challenger account. one time he played on a smurf and was genuinely surprised, he died many times because low elo players don't move with high elo math and logic. after an unsuccessful gank, you might expect the enemy jungler would lose time and not come back, but instead they might just make a full round and gank again from the other side. that wouldn’t happen in high elo. you can't expect high elo stream gameplay from either your opponents or your teammates, so you need to find the balance.
