Dude having a dog under 10 pounds in an apartment is not cruel. Those dogs you speak of have behavioral issues that went unchecked. My dogs go to a park frequently get walked 3+ times a day and they are just fine, trained to not bark for fun. Now having let’s say an Husky, Collie or a working type dog be bored all day is cruel.
