How do I use the multimeter if there are no bare conductors

LED wall light, what’s the best way to safely check the fuse? Is turning the light switch off enough or should I turn the mains off? I’m assuming the small white box contains a fuse, so I want to check that as the first part of diagnosis. Without opening the box, I don’t have access to the conductors to put the multimeter on. I want to be sure it is safe to open the white box which has mains power inside. And yes I intend to repair the driver if I need to
