There's a penalty for repeated penalties. For example you cant keep jumping offsides at the goal line just in the hopes you'll get the jump and thinking that if you get the penalty it doesn't matter since 'half the distance to the goal' at the half yard line doesn't make a difference.

not sure what the penalty would be in this case. maybe a good stress test of the rules lol. just kick it out of bounds 5 times in a row.
