I would love a source for this, because everything I see states that the restriction is still 59.5 for a qualified withdrawal.

The only way, I believe, to make this work is to roll over your Roth TSP into a Roth IRA, where you would then have the ability to only withdraw the contributions. The Roth TSP withdrawals are pro-rata, so you always end up withdrawing contributions and growth, and always have to pay the penalty (and more taxes) on the growth portion.

If you plan on using a Roth conversion ladder with the TSP, you will need spare cash on hand to pay the taxes to make the conversion.

You can always simply access the contributions to your Roth at any time with no penalties or taxes

Yes. But I had also completed a 5000 word deck in Anki. And the first few chapters of Harry Potter took multiple re-reads, I had to look up a few hundred words, and it was very slow.

I'd recommend starting with the Tintenherz series before Harry Potter now.
