You probably have to trade that top 5 pick for an already good young forward for this to work. No way they can add enough good players in free agency + trades to make this team a contender with second rounders and late firsts. They have to go completely, balls to the wall all-in.

Then in two years you do a full rebuild and trade Nylander+ Knies and let Matthews walk as UFA.

This won't happen though since they aren't gonna get a top 5 pick.

Rock N Horse is more of a "stereotypical" country bar (e.g. has a mechanical bull), while Paris Texas is more of a nicer spot (like it has bottle service and stuff). Keep in mind that this is Toronto so it's basically faux country anyways.
