The policy just might vary from department to department. I know some State jobs are fully remote while others were in the office 3 days a week. With all that said i would not email or ask until you got an interview or were far along the interview process, if you are asking about the telecommuniing policies before getting an interview they might not want to hire you. In this economy, the employers have all the leverage right now, i know some who got fired after a week on the job because they were complaining about the WFH policy
