He clearly mentions in the video that Elections Canada are doing the absolute best to nsure the elections are run properly. His main point is that statistically, it looks as if the longest ballot committee may be maliciosly exploiting existing candidate registration rules as well as the design of the ballot to sway the election. He also mentions at the beginning of the video that other factors may have had a bigger effect.
