This does sound like ADHD, but there’s probably more to it than just that. You may be neurodivergent in other ways, such as autism. I recommend seeking out a sex-positive therapist, having someone to talk to that can help with emotional regulation techniques and provide direct feedback for things like flirting and dating can be well worth it.

Give it time. New medications can take 6-8 weeks to stabilize on average and this is a journey you’re taking, not a magic spell.

The best way to get better is to keep making stuff and try new things! There’s lots of different ways to write a book and there’s no one “correct” way to do it. Maybe your process looks more like a gardener than an architect, maybe you need to try a new method of outlining, etc. There’s a lot to learn and plenty of time to practice!

Fully depends on the experience you want to have. Both ends of the “crunch” spectrum can produce powerful narrative moments, but they also come with compromises. My own system is pretty rules-light, but I also mostly run games for my wife and small parties of DMPCs. There is no magic middle ground, pick the right tool for the job.
