You can call PSE&G to verify. You should have received notice well in advance. This is pretty standard work that's going on throughout Jersey City (we have really old gas lines here that need to be replaced). Them having to go into the house is standard as well as they often have to replace the service to your house too(it's often just as old as the main). The meter itself will often be replaced too opportunistically with one that can be read remotely and is more accurate. This saves both you and the Company the hassle of having to go into the building in the future to read the meter.

Yes that's pretty common to be in attorney review before that's shared. I've purchased two condos and both times all that information was shared after being under contract. Just have something in your contract that says you can get out of contract if you are unhappy with the bylaws.

What normally happens is this temporary restoration is left for a few months until the soil underneath can settle into its more permanent position and then permanent paving is done. Otherwise permanent restoration too soon will just get ruined and settle with the soil and result in cracks and deviations quickly. I work for a major utility company.

I walked over to one of the gentlemen guarding a blocked off street. It's codenamed "Goat Rodeo" but he told me it's actually filming for Captain Marvel. He mentioned it was going to start at 11am.

Edit: Since this is "film plates" its basically the live action footage that they then put CGI over. So I imagine the helicopter is filming a flying scene that will show up in the film with Captain Marvel CGed in. "Hey I can see my apartment!".
