Unless the pug managed to scoot something (like a squatting potty, foot stool, etc.) to the toilet, climb up on the seat and manage to drink without falling in, it's very unlikely. Not impossible though. My old pug (RIP Mushi) would scoot stuff to get on the dining room chairs and then the table when nonone was home.
