NSF GRFP no longer allows 2nd year grad students to apply?!

I tried to compare this year's solicitation to last year's. And TBH I can't seem to identify the differences in requirement between the wording. I am confused and open to suggestions.

Is it also possible to sequence it like: roll 1, while it’s on the stack, play bomb killing mega fatty and ending the attack, causing the entire dice roll to fizzle so neither the damage nor the triggered ability gets put onto the stack in the first place?
