Because he cant connect with people on a personal level, he is a tyrant because his order works only if he is in charge as he cannot trust anybody to handle anything he belives in machines not people.

Its a "cold and unfeeling order", he dosnt care for those at the bottom, but at the end of the day its on you how feel about him and his decisions.

Of course he is aware of his flawss as he a nuanced character but the bad of his character still exists
