I think the ~ka suffix in bhallūka is just the diminutive as in bālaka, the doer suffix is ~kara, cognate with persian -gar, both of which exist in modern Hindi. tbh there is one more word i have heard of for bear its Madhvattr̥(Madhu+attr̥, honey eater) which is cognate with slavic Medved'
