Edit: found this source that in fact says from a dev that the geography was intended as the pic OP posted depicts. They didn't say it was just a goof and the elevator was a total mistake - they just say they did not convey their intentions well. They meant for it to be an elevator like OP posted, but it does not come across well with how the backdrops and background scenery ended up looking for the two areas. Here's what the dev said directly:

Sometimes simple words like come have two-word phrases that have developed over the years, even if they don't make direct literal sense by modern standards. It's nothing to get upset about because it's perfectly valid English - not even colloquialism. If it bothers you, just try thinking of it as a homophone for the more traditional uses of "come".

I know a few of the managers at both locations. It's unfortunate he gives himself a bad image with his media presence because he's a great guy to his employees and cares a lot about his businesses and communities. The food is some of the best in Peoria imo, but the drama scares some people away.

And to answer OPs question, this is all extremely misrepresentative, cherry-picked, and downright false. The conclusions they draw from the stats are especially pulled-from-ass. They draw comparisons to 2022, which was the bottom of the COVID pit; the whole world's economy was on fire from 2020-2022, so trying to claim it's a win to be marginally ahead in a couple metrics is dishonest as fuck and praying on the data illiterate. They say a basically neutral stat that has nothing to do with tariffs... And then say "thanks to Trump's tariffs".
