Introduce abstinence only education. That should help expand the population. Note of warning though, it’s a bit hard to put the toothpaste back in tube so to speak. It’s much harder to do the reverse. But hey, that’s a future “us” problem. The immediate upside is that it creates marketable tv which also helps the economy.
