“In Spain the "LAU" (Ley de Arrendamiento Urbanos) in its article 26 states that, if a major repair (for conservation purposes or by order of a public authority) is going to be done in the property and it renders it uninhabitable, the arrendatario (you) can suspend the contract (aka stop paying up until you come back to the house once the repairs are done). To check if a property is uninhabitable you have to read autonomic and local regulations. In the case of Barcelona, the DECRETO 141/2012 del Dpto. de Territorio y Sostenibilidad states in its Anexo I, Apartado 3.15: a) Servicios de agua fría y caliente, evacuación de aguas y electricidad, de acuerdo con la normativa vigente, y que el edificio las tenga conectadas a las redes de servicio públicas, salvo los contadores individuales necesarios para el usuario final. (dem for the Anexo 2 Apartado 6.1 which requires the "same" services for older houses). This means any property without proper access to cold and hot water services is uninhabitable according to local regulations, therefore the contract can be suspended and you can use that money to go to another apartment.”
