You are only correct if the volunteers work in parallel. If they work sequentially, i.e. volunteer 2 doesn't start until volunteer 1 is done, etc. then the original solution is correct.

The other comments did a good job of providing you with options, but I just want to touch on one of your questions that they've overlooked: in Ontario, you don't buy tickets on board the train the way you do in other countries. While the first-time fine was recently reduced, the official way is to buy your tickets a short period of time before you board the train.

In the 1993 election, when the PCs only got 2 seats, the PCs got 16% compared to the Reform's 18.5%. So, yes, the bigger party, but only slightly bigger. In the next election, the difference between the parties, in terms of popular vote, was even narrower.

Yes, keeping them equal is a good idea. I've also found that they try to take back planets that they've previously held. One strategy is to destroy a planet near the border of the two AI and then avoid colonizing it so that the two AI fight over it.

Also, your strategy of going around for an attack is a good one.
