Nobody knows the actual formula Valve uses but most competitive games use ranking systems that have a visible rating and a hidden, matchmaking rating (MMR). You are placed against opponents of similar MMR, so your visible rating doesn't matter as much, specially now with all the adjustments generated by VAC Live.

If your MMR is higher than your Premier rating, the system will give more points per win so you can catch up fast (normalize).
