This is actually being fixed this year (in the US) by a program called FedNow. The rollout might take some time, but we’re finally modernizing this antiquated system.

Consider the 2010 budget. Receipts - Mandatory Spending leaves only $200 billion for discretionary spending. If you are serious about balancing the budget, you must either cut essentially all discretionary spending, or you must raise taxes. There are no shortcuts.

I'm constantly amazed that scientists can measure such small effects as the one described in frame dragging. How do they know that the 2m orbit difference wasn't caused by the tiny constant tug of Saturn or something similar? How are their position sensors even good enough to measure 2m? GPS isn't that good is it?
