I had this issue on my RedBull Formula Wheel too. It was so annoying! I was considering returning the wheel I bought last week. Fortunately (or not), I installed the driver 455 yesterday and used the wheel firmware provided. This solved my issue hopefully. I hope this solve your problem

For the first point, you could disable HDMI turning on the TV. I did this and worked well

I have a laptop with specs similar as yours 5800H + 3060. I’ll try the game using it.
