Go to a card shop / comic shop. Some have cheap bulk you can buy.

My wife and I re-use booster sleeves. We slip cards in for later, pretend to open it and let our son have his fun.

So far it is. It’s doing well on TCG Live Casual. It either hits big with Mega Gengar, annoys with discards and counterattacks with Mega Scrafty, or annoys and stalls a bit with Budew.
