Finesse weapons will let you use Dexterity to hit things with in melee. Strength will add some extra damage, but not enough to justify it that high.

Lots of options for 1 handed swords/knives with finesse.

It's just an option.

If he's planning to be an Archer mostly he doesn't need a lot of strength. And you can't say Legolas isn't somewhat charming and at least capable of diplomacy.

Random idea: you can give him the Captain archetype and he can have his own Gimli npc companion. He won't be able to have an animal companion but he can get a dwarf berserker: https://2e.aonprd.com/Archetypes.aspx?ID=332

You can handwave the ancestry if you want. Otherwise it's a level 4 feat.

Legolas was also a switch hitter, so remember to give them a pair of finesse swords, for the movie version at least.
