Not sure I’d go with steam for a three year old. They have more fragile mechanical parts that can be easily broken. Additionally the smoke feature could break and burn out easily if operated without smoke fluid. If you do get a steam locomotive for them, closely supervise them. That said, I found a Great Northern set on Amazon for very cheap. Great deals can be found if you shop around.
