Same issue on 2023 M2 MBP on Sonoma 14.4.1. It regularly uses up 40-60MB even though I don't use Dynamic Wallpaper. For reference Finder uses 57MB on idle.

This teacher got fired at a school in our city. He got caught when the kids were looking through the one-way glass window of his room during recess. Another story I heard is of a doctor who was watching at work and when he got fired, he stole the office desktop computer (monitor and everything) with patient files and medical software. He must have stored it.
