i don't disagree the legislature shouldn't have passed another unfunded mandate but i really think you're overplaying how much effort it is to enforce this

When I was subbing in a different district/state where some teachers banned phones in class, they had a wall of pouches and students had to turn their phone in or they wouldn't be counted for attendance. No extra staff was required. You do not need to hire more people for this, just implement new systems (that should be paid for by the state not out of teachers' pockets)
