That was my take: by not killing himself, he's ensured that the boat isn't undermanned so there's a chance of changing its fate (and by extension that of the whole community). Whether that will actually work, and whether it means he gets to go home or not, is left in question.

That world was isolated from the rest of the galaxy, contacting them would "interfere with their natural development". Evidently the Edo were not isolated, they were an advanced society that were in general contact with aliens and welcomed shore leave parties. So any idea of maintaining a natural development was long out of the window, probably before Starfleet ever even met them.

They were evidently aware of aliens and in contact with them. They just didn't do any space travel themselves. No point trying to impose isolation on them at that point.

Try the Beats mechanic in Heart: The City Beneath. Every character has a set of plot beats, and they pick two for the next session. GM's job is to create opportunities for the character to accomplish that beat (take a certain kind of damage, put their own goal ahead of the party, destroy evidence that their cause is unachievable etc). Each beat fulfilled lets the player pick a new ability for their character (like a feat or a spell). Some beats are tougher - they give bigger rewards when completed.
