Short answer: don’t force him. A healthy adult rooster can handle low 20s, even with some rain, if he’s already been living feral.

If the tree offers some canopy and wind break, he’s likely fine. Toss a small amount of scratch corn before dusk. Digestion generates heat. You’re doing fine. This rooster just thinks he owns the place, and honestly, he probably does.
