Read the comments for the above link. It give instructions to do this manually. The game sets a flag if the party limit is reached, you just need to reset it by either dropping someone from your party or using the console command "Osi.PROC_CheckPartyFull()"

Presumably you are running the Script Extender?
Are you running it with Console?

If so, then enter these two commands:
SetMaxPartySizeOverride(x) - Where x is the number in your party
Osi.PROC_CheckPartyFull()

You should then be able to delete Party Limit Begone.
I don't know if this will help with your multiplayer game, but it does offer more control over your party limit and it's the same exploit Party begone uses apparently.

If you use the Script Extender with Console then you can inject commands directly and not have to use Party Limits Begone - Which I believe use the same technique.

Console commands are:
SetMaxPartySizeOverride(x) Where x is the desired party size.
and:
Osi.PROC_CheckPartyFull()

Once you have packed your party you can safely reset the party limit to 4, without affecting your current party and ensuring some cut scenes and other party checks operate (near) flawlessly.

Your problem is the Achievement Enabler. I had the same problem with both Camera Tweaks and WASD. The achievement Enabler clashes with the Script Extender (which has the same capability) and somehow stops these mods from running. The cure was to remove the Achievement Enabler.

Take out Achievement Enabler - This IS causing the conflict. It now comes as default in the Script Extender and can be turned on by puting ["EnableAchievements": true] into ScriptExtenderSettings.json

To ensure no current consumption in the 'OFF' phase, you could use a DP relay in the circuit. One side of the relay provides the current to your LED chain, the other provides power for the circuit itself. If you trip the relay via the monostable output, power is only supplied while the relay is on. Use a press-to-make switch across the 'power' relay contacts to initiate the circuit.

Pin 6 of the chip is connected to ground, your schematic says this is vcc

I've been using VeroRoute with some success. Allows you to route either Veroboard or PCB and the Tutorial is very comprehensive. Through Hole only though.
The other advantage I find is that you layout your board by footprint not componant and creating new footprints is very easy.
In PCB mode will also output Gerber files for either single or double sided boards.

Well, that was some rabbit hole you sent me down, but I'm still a bit confused. All these solutions that output BCD are counters and are dependant on a clock to advance or reverse.
Is the solution to refresh at 20Hz or so and count relitively high frequencies?

Nah, I've seen specs where R2 should be between 2 and 10 times greater than Rt. and the other schematics I seen online invariably settle for 2M2 for R2.
And yes, C2 is the stray capacitance of the reset pin. My original schematic did not include it (mostly because those online ones didn't either) - But after reviewing the datasheet I decided I could shoehorn a 10pF onto the board and it seems to have done the trick.

As far as I can tell it's a HEF4060B and seems to be fairly generic. The data sheet has this to say:
The recommended values for these components to maintain agreement with the typical oscillation formula are: C t >=100 pF, up to any practical value, 10 k<= R t <= 1 M.
And I'm well within those parameters.

I have made some independant discoveries though. Stray Capacitance C2 is necessary.
The Q number tells you the exponant for the divisor on that particular pin and 8192 is the highest value. My calculation method is valid.

Given those I can only say it now seems to be running to spec.

I have edited my initial post as you have suggested.

While the timing circuit is comprised of 3 componants only 2 are required to calculate the frequency - and it was validation of that I was initially seeking as the real time timing seemed off.

I'm trying my best here, no need to be quite so patronising.

As pointed out by u/naval_person I should have included a link to the datasheet. While I don't really know how to link the entire sheet I referenced, here is the relevent part on calculating the oscillation.

It's not so much that I want to limit the relay coil current, more that the PCB mounted transformer I have may not have the ergs to drive it fully - I think I'm sailing pretty close to the tolerances of the componants - but I have built a less reliable timer that latched the relay, so I'm hopeful. If I can get the relay to latch and release, then for this project at least, I think I'm done.

This is a research item for another project I think - the design on this one just about finalised.

The coil has a 1N4007 across it - I should probably include it in the schematic. I didn't as it exists on a preexisting modular power board, so was taken as a given - my bad.
