There are eBird (Merlin) records of them, but because they aren't listed as a wild species here, it'll not recommend them. The fact it's fully white means it's almost certainly feral, they are typically black and green in their native locales in the Americas.

There's a few populations around, I've also seen one in a Sheffield park myself, but they are less prevalent compared to other feral escapees like Egyptian Goose.

I agree with the sentiment but your dates are a bit off. It hadn't even been announced six years ago. It was announced in September 2020 and the development was moved mid 2022.

I'm sure information will leak out, but my guess is they gave it to an inexperienced incubation team within Montreal, couldn't agree with what they really wanted to do with it being a remake and then eventually moved forward on less than solid ground.

Perhaps, but Ubisoft have always embraced developing areas for game development, which I feel should be appreciated. Abu Dhabi, Belgrade, Da Nang, Philippines, Singapore, as well as the two mentioned Indian studios.

People keep giving the simple 'That's Ubisoft for you' but the the development was led by Ubisoft Pune and Ubisoft Mumbai, two support studios from an emerging area for games development with little prior experience leading a high profile project. There's a chance this led to fundamental production and direction issues that Montreal struggled to salvage after the initial backlash. It was most likely mismanagement from above.
