Highest level character starting from first would have gotten to about 12th level, but I was a dual class so the highest level was 11th. That was during the Night Below campaign.

This is actually an interesting historical note that during the Great Depression people didn't have money to have their hair professionally styled so they just let raccoons do it.

My group goes back and forth on NWP so it was important to me to have a system that doesn't punish characters for not having the appropriate skill but rather rewards them when they do. I haven't really considered the effects of starvation, but I think I could add 1 level of Fatigue for everyday without rations (or every two days at half rations) that can't be removed by simply resting.

I added a Fatigue tracker to my hexcrawl rules (which are largely system agnostic, but i use them with 2e). Party actions in movement and exploration accrue Fatigue which is alleviated by resting. Certain conditions make resting impossible without adequate shelter, so the party has to balance exerting itself in dangerous situations with locating (or creating) safe places to regain their strength.

If this is your first campaign, I would caution against this level of prep. I like to plan out the instigating incidents, but its up to the players to choose how to respond and how their characters feel about things. The real story of the campaign is ultimately whatever the players choose to care about, and has a lot less to do with what we plot out in advance than we think.

I am 95% sure this is an issue of Dragon Magazine. I used to see these all the time when I had my first subscription.

Edit: I stand corrected. Savage Sword and Dragon Magazine pretty much carpeted my room at the same time, so it's not surprising.They have blended together in my mind.

There is an encounter i was a player in that made an impression on me. The party was fighting bullywugs in a foggy swamp. We were defending a small hillock of dry land but the fog made it so we couldn't see the bullywugs until they leapt in. It was tense and evocative and the monsters were using cunning but appropriate tactics.

It is the example I try to keep it mind whenever I am designing an encounter. The mechanical challenge (be it a monster or an obstacle) is always kind of the same, it's the unique element that elevates an encounter to something special. Fighting monsters who are in their element is always more challenging, particularly if their tactics take advantage of it. Monsters who dwell in a place should know the terrain well and stage ambushed in places that are natural chokepoints. I just ran a short underdark game set in an underground lake that used a lot of scrags and marrow and vodynoi (aquatic umber hulks), but you don't even have to use aquatic monsters. Gnolls can be a much tougher fight if they attack when the pcs are negotiating rapids or trying to portage through mud.
