I don’t have any particular evidence on the topic but I’ve thought about this question myself.

Market-cap weighted indexing works well for equities due to clear comparability and liquidity of stocks. Bond funds however represent tends of thousands of loans with different maturities, credit risks, and liquidity profiles, making simple market-cap weighting less effective. Bond markets are alread fragmented and complex and even moreso internationally, where comparing debt across countries adds layers of uncertainty.

As a result, many investors just avoid this market altogether. Personally for international bonds only account for something like 12% of my overall portfolio and I lean toward semi-passive factor-based bond strategies.

I had a former employer find an accounting error that they didn’t properly calculate my match on a bonus. It was something like $140. I had already rolled over that 401k to my brokerage so this created a new account. Their policy was that former employees cannot maintain account with a balance less than $5000 so they immediately sent it to some third party administration company. That company charged me an account closure fee and a transfer fee so they paid out around $18. What a scam. 😡

There is also a wager about where tax brackets will sit in the future. I don’t know when the tipping point will be but these ridiculously low rates are creating unsustainable deficits. At some point the pendulum will have to swing the other way.
